A historical parallel to the technological world today

In the Qing Dynasty, the “end nerves” of the hierarchical government is as follows:

官: government officials ordained by the hierarchy (extension of the Emperor’s will).
吏: hereditary contract workers selected by 官.
役: drafted subjects that actually do the tasks. unpaid.

All 3 classes extract bribes from the lower class (slaves and subjects who are not drafted).

This looks awful like the technological world we see today. Most proprietary platform users are at the very bottom, just above machine slaves. I’ll let you put in the blanks as to who the 3 classes correspond to.
